HCM exclusion rule doesn't work as expected

We are facing an issue regarding the visibility of the Directory sections and the Person Management tasks.

We have created two data roles one for the Core HR section and one for the Compensation section, the Core HR data role has View All visibility and the Compensation Data role has a person security profile with the exclusion of ELT (e.g. Leadership team).

This way when searching for an employee in the Directory that is not excluded we are able to view both Core HR and Compensation sections, but when searching for an excluded employee, the compensation tab is hidden. Until this point everything works as expected.
