24B lost ability to use spot bid tender saved condition

With the 24B upgrade, we have lost the ability to choose our subset saved condition as seemless as before when spot bidding. Before the upgrade, the saved condition could query the subset of carriers we looked to send a bid (may have been duplicated with other lane service providers but could just uncheck). Now, it appears that the saved condition will reference lane service providers, and whatever carriers are not in the lane service providers will show in the other service providers. So essentially, the subset saved condition is just blended in between the two groups of carriers.

We are not looking to change custom properties and then have no lane service providers show up, and then each time choose a saved condition. That would just add work to the majority of our users.
