Can Supplier Portal only be on a Co-Existence model

One of my customers is in a dilemma on implementing Supplier Portal on Fusion, given that the core sourcing and procurement capabilities are on Oracle Apps R12 On Prem. Only Suppliers are on Fusion. There is no plan in near short or medium term to move completely over to fusion. So is it advisable to have Supplier Portal only on a Co-Existence model in Fusion? What can be the possible challenges from a TCO perspective and Architecture Homogeneity perspective if Supplier Portal is to be deployed on a Co-Existence model in Fusion?
