Can you prevent the requester to create self service receipts for Inventory items?

Summary:

When the subinventory has no locator control, the item is not serialized, and the receipt routing is direct, the requester is able to make a receipt of the item via the self service receipts. Is there a way to prevent the requester making receipts for inventory items without changing any of these 3 conditions?

The business procedure indicates inventory receipts are only allowed to be done via the inventory module, not via self service receipting. We're looking for a way to prevent inventory item receipts via self service procurement.
