How to require a Supplier Address without requiring both Remit-To and Order-To address purpose?

We are using internal registration process but we only want to enable remit-to address purpose. We tried following Doc ID 2809321.1, but this approach has made adding address optional. We want achieve both: Being able to create an address with only remit-to purpose enabled but at the same time the suppleir must have at least one address defined.
