How to create a data role by inheriting multiple Job roles into single Job role

We have a requirement to create a data role by inheriting multiple Job roles (Eg: HR Specialist, Compensation Manager and Payroll related roles) into single job role.
Can you please let us know how to achieve this? Also, what challenges do we face with DSP's when merging multiple roles from different modules?
