Sequence of steps in Re-Pack Process

We are tying to perform Re-Pack Process via webservices. Re-Pack Process has 2 steps 1. Pack Inventory 2. Close LPN.

Consider an OBLPN having 5 lines, each lines needs to be Re-Packed into 5 different LPN's. How should be the integration design. Do we need to Re-Pack one line in to a LPN and close the LPN or how should be the integration design.
