Notification set to None, sending bell notification to a user and not for others

Hello,

We are doing our 24B upgrade testing where we have noticed this that, Notification under Worklist→Administration is set to None. Still one user is getting notifications, but others are not.

We got to know about this one when other users complained that they are not able to see anything in "Things to Finish" work area, but the user who is getting notifications in bell is able to see "Things to Finish".

Please help us to understand the reason of it.
