Project Actual Cost decrease when create Miscellaneous Issue

Hi All
I have project and budget for it. Let say I need some materials for build a bridge. I create PR and PO for specific project and task. I do goods receipt and the cost was transfer to project costing. I also create miscellaneous receipt for our testing and the cost was also transfer to project costing. But when I create miscellaneous issue (aim for material issue for build a bridge) and project transfer, why my project costing is decrease?
In my understanding when we issue some material (miscellaneous issue), the cost of project will not be decreased. Look at total raw cost for the specific task is 42.24 GBP. The project actual cost should be Miscellaneous Receipt + PO Receipt = 31.68 + 126.72 = 158.40 GBP. This is my project actual cost
