Reassign or Action button missing in Process cloud service

There is a custom component in VBCS and approval process is designed in PCS, need to reassign one approval to another user, we normally log in via admin user in OIC and navigate to PCS then select required approval and choose reassign on notification page using action button, but action button is not appearing in one of the processes, rest are working fine. i am attaching reference document as well.
