How to achieve cleaning time in Resource capacity Planning in Supply Planning

Current Setup - Item Routing setup with two Operation 10 and 20. In operation 10 there is a primary resource and some alternate resource with usage as variable. In Operation 20 again there are same kind of resource as in operation 10 with a primary and alternate resource with usage as fixed.

Issue- When Planned order is getting generated it is taking primary resource of operation 10 and alternate resource from Operation 20. Is there a way to have panned order use same resource in both operation . The second operation is more of a cleaning operation required in after producing that item and that should happen in same resource as in operation 10
