I can't migrate my 21c DB to 23ai simply because I can't create and start a 23ai DB.

I'm trying to migrate my 21c Apex environment to 23ai. I tried creating (then terminating) several autonomous databases with different workload types but they all become "unavailable" once the provisioning step is done, can't ever be started. Then there doesn't seem to be anything else I can do. The support chatbot has been remarkably useless.
