How to create a shipment from FBDI, SOAP or API for a Transfer Order (not confirmed)

We need to do a integration, from OTM to ERP, and just receive a shipment number, but we don't want that this event be confirmed yet.

We already find this note: DOC ID 2933146.1

We tried with this ShipmentRequestImportTemplate.xlsm but it is asking for trading_partner_id and with this, and this is for confirm: PerformShippingTransactionImportTemplate.xlsm

Do we have a solution for this?
