Withdrawing a contract- new functionality after 24B

Summary: After 24B update, BPM_admin and creator/owner of the contract (Person who submitted the contract) only can withdraw the contract as per new security changes.

Que:
1.Is there any specific privilege provided to 'creator/owner' of the task for withdrawing the contract? Is there a way we can restrict this delivered access to users?

2.If any user withdraws a contract, will there be a record that it was withdrawn? Any report or something to monitor?

(Otherwise, people who start the contract and then not finish it and simply withdraw it. This ability will cause issue with business)
