Ability to restrict course access to only allow enrolment if recommended

Summary:

Hi,

We have a requirement where we want to create a set of courses/offerings which can only be enrolled in if the learning is 'Recommended' to the learner by either a line manager, or a learning admin.

Does anyone have any suggestions on how best to achieve this?

I thought about the possibility of using access groups, however I'm not convinced that this would end up with only those within the access group being able to see the course even if it was recommended to someone else. I believe the only way in which we'd be able to drill down and only have Learning Admins/Line Managers with access via Access Groups would be to use a Analysis Report Criteria, which would likely return users via a specific Learning Admin/Line manager role within the system? (unless I'm overcomplicating that part)
