Unable to enter Budget/Plan data in Data Entry Form

Summary:

We have created a form for Budget Input however we can't enter data in the form as the cells are grayed out.

Other Details:

We are trying to input data for FY25
Under the "Planning and Forecast Preparation", the Plan Year is set to be Period1 of FY25 to Period13 of FY28

Below is the screenshot of the form for the 'supposedly' 13 period input columns.
