Configuring Oauth2 in OCI for Invoking HCM REST API

Our Client wants to invoke HCM REST API for an integration with Databricks system.
They don't need password based authentication for this integration. Instead, they want to configure OAuth based authentication.

As per the Oracle Document, The enablement has to be done @OCI level for the same.
If this is enabled @OCI level, will it have impact on other integrations in HCM which are using the REST API
I.e, other integrations invoking the REST APIs using password based authentication will also needs to be changed to OAUTH?
Or this enablement @OCI is can be restricted only to a single tenant?
