Newly created personal payment method is having end date

Summary:

We are trying to deactivate a personal payment method and create a new one for the same employee in one DAT file simultaneously.
Deactivation is successful and existing personal payment method is updated with end date. However, newly created personal payment method is also end dated.

Can this be avoided? Right now, we populate the end date of new record as 4712/12/31 however, this still occurred.
