Is there a way to have more than one "Service Time Zone" based on different users in ARCS

Summary:

Hi ARC Experts, while configuring "Date and Time" under configuration settings there is an option for setting the "Service Time Zone", is there a way to set different service time zones based on the users working on the application in different time zones ?

For example 1 user is working in EST and another user is working in IST, if the Service Time Zone is set as EST and the reconciliation open time is set as 6.00 AM EST then the reconciliations will open late for the IST users ie. at 3.30 PM IST.
