How do we Unblock a Venezuelan IP Address after the Console Conversion?

The Norwegian Refugee Council (NRC) is operating from Venezuela, and staff are accessing Oracle HCM from the country. IP addresses in Venezuela are by default blocked, however NRCs existing IP addresses have been unblocked with help from Oracle Support. Since the Console conversion, we understand that IP Address Unblocking has become self service.

Due to recent office changes in Venezuela a new IP address now needs to be Unblocked.
