Can you access Accounitng Attributes for PPM subledger accounting?

In the Financials modules you can access Accounting Attributes to create custom journal line rules and thus split the amounts via percentage. There is not a setup task for Manage Accounting Attributes in Project Costing. I see in seeded Journal Line Rules that they have accounting attributes for the journal line rules. How to access and create accounting attributes for PPM?
