Replenishment planning not suggesting any planned order for subinventory level planning

Summary:

We have a requirement where we have multiple labs and we are trying to model these as PAR locations require material transfer from different WH Orgs as per the defined ranks based on their proximity. For instance - Lab in West Coast may have Rank1 source from WH1 and Rank2 on WH2, however East Coast hospital may have Rank1 source from WH2 and Rank2 from WH1 etc.

Given client has 1000s of hospitals and PAR locations, modeling these as Orgs is not feasible and the only option is to model these as Sub inventory(SI) in order for them to transact by movement request vs transfer order.
