Data not appearing on all tabs of an Excel report when run as a payroll Flow

Summary: We have an HDL Error report that is based on a Data Model and creates an Excel spreadsheet with 3 tabs of data.

The first tab is the Summary, the second lists all of the Records and the third lists the Errors.

The data appears on all 3 tabs when running the report manually and when running as scheduled report within BI Publisher.

However, when running the report as part of a payroll flow only the 2nd and 3rd tabs of the report display data.

All 3 tabs use the same Parameter, which is the HCM Content ID
