When an order is cancelled, is there a way to have it be approved before cancelling?

Summary:

A large order has been created and is ready to process when it is decided that it should be cancelled. Customer service can cancel the order without Sales Manager approval. Has anyone set it up a process to have the cancel action approved before going forward?

The customer care group creates and also can cancel orders. A customer may change their mind or want it entered in a different manner. But where we may have a large order that was entered, the Sales Manager wants to be made aware if an order would be cancelled and the ability to approve or reject the action. There may be better options than cancelling an order which customer care may not be considering. As this is an order that already has gone through the workflow process in CPQ, is there another way to setup to
