Generate Receipt Advice Business Events Not Working with Mulesoft Integration to 3PL/WMS

I am not able to generate "Receipt Advice" from Oracle Cloud to 3PL even though the scheduled process "Generate Receipt Advice" was completed without any error.

We are working on building integration with 3PL system and with this integration we wanted to send the Generate Receipt Advice. It does not generate any report when user run the generate receipt advice ESS job.

As per Oracle Note - Fusion Receiving- Generate Receipt Advice Does Not Send Transactions to OIC ( Doc ID 2886598.1 ).

Receipt Advice Notification Business Event configuration will be enough for Mulesoft to process the receipt advice to the external 3PL system?
