SLA on burden trx created as a separate expenditure type so natural account follows same ST exp type

Summary:

Need to create SLA on burden transaction created as a separate expenditure type so that the natural account is the same as the straight time expenditure type that the burden exp type was calculated against. I am not seeing a link between the generated burden cost expenditure type and the original Straight time expenditure type it was calculated against.
