Formatting issue in contract clauses created manually?

We have clauses under procurement, and we are creating these clauses manually instead of XML import. So, I am facing below listed issues

Q1 - Is there any way to add space between two paragraphs if paragraphs have lettering and sequencing.

Q2 - How we can add additional paragraphs between two paragraphs without disturbing the sequencing of these two paragraphs. Example :-

A. This is paragraph A
B. This is paragraph B
C. This is paragraph C

Additional paragraph.

D. This is paragraph D
E. This is paragraph E
