Unable to find BI roles like BI Administrator Role in Oracle fusion instance

Hi Team,

We are trying to add BI Administrator Role for user but unable to find the role itself. User having IT Security Manager role also is unable to find and add this role for the users. Also, Reports & Analytics is not visible under Tools for the user not having BI Administrator Role assigned. User with IT Security Manager is able to access Reports & Analytics.

Kindly let us know if there is any other setup required for roles to be visible in system.
