Can attachments be public or can we generate public URL for it?

Summary:

We have a requirement to pass attachments (and signed agreement) to the Order Management as attachment to an Order.

OM Cloud APIs supports attachments to the Order, and we want to pass URLs as attachments to maintain one source of the physical files.

Is it possible to generate public URL for the attachments on the quote so we can pass it to the Order Management? Everyone accessing orders (supply chain resources) won't have access to CPQ, so the files should be accessible without login?

This question is inline with following question, however it does not address ability to access attachment using the link directly.
