Setting Up IDCS SSO in Fusion ERP with Fusion ERP Credentials

We have a requirement to enable SSO in Fusion ERP with IDCS as the IdP. However, users will be created in Fusion ERP and synced to IDCS through the synchronization process. Users created in IDCS from Fusion ERP will be set up as Federated Users (with no password in IDCS). When users attempt to log in through the IDCS (SSO) screen using their Fusion username and password, an error occurs stating: "Federated user cannot do local authentication."

How can we set up SSO with IDCS to allow users to log in using their Fusion ERP credentials (with the chooser page disabled)?
