Is OIC Outbound IP sufficient and secure for whitelisting in security rule for access within private subnet?

Is OIC Outbound IP sufficient and secure for whitelisting in security rule for access within private subnet? The target database resides in a private subnet and to avoid use of agents, will this IP be sufficient for OIC to connect directly with the database? And OIC will not be having dynamic outbound IPs?
In additions, no 2 OIC pods (from different tenant) will share the same IPs.
