Scenario : suppose we have PO with a DFF attribute X ,value=YES , and PO is Approved and open state or closed for receiving, or closed atall

for some reason we need toupdate the value of DFF X attribute to =NO

in this case the systemenforce create of change order, until now it ok ,change order created andattribute value set=NO and change order ready to submit, if now if submitchange order it will go throw Approval work flow which might be complex andmultiple levels
