How to stop users from shipping partially on planned load

Summary:

ORDER 1 —Planned Load (LOAD01), Qty-5

ORDER 2 —Planned Load (LOAD01), Qty-7

ORDER 1 packed Qty-5 and assigned to LOAD01, ORDER 2 packed Qty-4 and assigned to LOAD01.

System should throw an error while shipping partially through message code and reject partial shipping.
