Can we Stop Spot Bid Tendering process after awarding the bid to first lowest bid Service Provider?

Eg., SPOT BID was sent to multiple Carriers. With in response time only three Carriers responded and submitted bid price. After response time ends, system assigns the bid to carrier A who provides lowest bid. But, after tender assigned, this carrier A declines the tender due to some technical reason, then immediately system assigns shipment to carrier B who is the second lowest bid carrier in the tendering process.
