Import cost on a task level other than the lowest!

Summary:

When I try to make an Import Cost, through "Adfdi", the only task level that makes me enter is always the lowest level. In this case the system automatically creates an additional row in the Financial Project Plan task. I would like to understand if it were possible to select a different task level, specifically make the import cost on the "parent" task level.
