I am encountering an error while manually creating a user account in Oracle HCM after disabling automatic user account creation and provisioning settings.

I am currently facing an issue in the Oracle HCM system while performing the following steps:

  1. Create a requisition and convert the candidate to move to HR as a pending worker.
  2. Ensuring the system creates an application user for the employee.

To prevent automatic user account creation, I disabled the following settings in the “Manage Enterprise HCM Information” section:
