How to withdraw Project approval workflow in Mass.

we have enabled workflow for Project approval and Closure.

Now there are 1000+ workflow are struck in Submitted status. we want to withdraw all the workflow. is there any REST API to do the same.

we can do Using transaction console if specific critria to search. But in our case we have Live workflow as well as struck one. we dont have criteria to search only specific set of projects.
