How to change location of a lot within a sub inventory?

Summary:

We are working on a new requirement where user will be submitting the location change request of a lot number within a sub inventory (or different sub inventory). The users will log into a web page and they will selects the lots whose locations need to be changed. If the location is not found in the sub inventory, we need to create it. They can select multiple lot numbers and submit them in a single request. Most of the times, locations will be updated in the same inventory. But they can select a new sub inventory if they want. We
