Actions button without List of Value (Inventory Reservations and Picks)

Please kindly refer attachment file for screenshot:

User tried to edit an inventory reservations and picks but Actions button with LOV , is any job role need to be deploy ?

Steps and Path:

Step 1. Supply Chain Execution > Inventory Management > Manage Reservations and Picks

Step 2. Search below parameters:

Organization = MAIN

Item = TDProto-Hi-Mod-80g-CAT5

Step 3. Actions > Edit Reservations and Picks

Step 4. Actions > No List of value can be choose(Only Delete is Gray Color and can’t be select)
