Rules and amortization recon not auto closing

Account analysis rec not auto closing with amortization schedule after GL amount updates to match what is in the amortization schedule. Rules seem to not be executing after GL reload.

We have a few account analysis recons that leverage amortization schedules. The format has auto submit/auto approve rules that can and do usually close the rec. However, some of the recs don't auto close. We have found that if we simply delete the recon and recreated it then the rules all fire and it will close.

From our testing it seems that if the recon is created before the GL balance exists and then we do another load of GL data the next hour/day the rules are not running and auto closing the rec even though the unexplained difference is zero and it should close. For a recon that the source system balance changes during a data load should the rules be automatically running?
