Departments were loaded in a DEV environment using Source System IDs, before getting errors due to duplicates (same Department Names having 2 different Source System IDs).
In order to reset the Source System ID sequence after removing the duplicates from the list, we tried reloading the Organization.dat, replacing the initial MERGE instruction with the DELETE instruction. Intent was to clean the instance from Department data so that we could proceed with a clean reload.
It failed with the error message "You supplied a DELETE instruction for the object component Organization, which can't be deleted."
