Suppress Missing Blocks option suppressing valid data

I'm hoping there is an easy solution to this as I'm guessing it's from a lack of total understanding on my part. There's a small discrepancy in a large budget report that contains all of the data for a given year between when I produce a Level 0 report vs reporting on the aggregated values. The aggregated values match what's in the gl_budget_balances table.

I found some values that are missing from the Level 0 report. I thought it might be a problem with the data integration, but I verified via the workbook that the values were being pulled. I then started over building a report from scratch and found that the values were on the report. However, when I went to select the "Suppress Missing Blocks" option, they disappeared, so this appears to be the source of the problem.
