Issue when planning xdock scenarios

Summary:

We are trying to model an scenario using xdock functionality (itinerary and location according to OTM help guidance)

Order from A (source CD) to customer C and D with xdock in B. The expectation is OTM to build 3 shipment, first leg with 27 Ton shipment and 2 shipments with 10 Ton each one. In those scenarios OTM bulk planning is failing because second leg can not be built.

Customer named this scenario as Xdock but our concerns are about if this is Xdock or Desconsolidation pool. As a final note, there is no handling or store activitity. Good are removed from first truck and put to a smallest one due to Customer limitation.
