ORMC: can a new role be created to SoD check on only some and not all provisioning rules

hi team

to take a step back from the above question, is it possible to create a set of Provisioning rules that only apply, or can be selected to apply to, a new role during the S0D step?

this is for ORMC implementations that need to cater for more than one business unit.

I cant test this due to our security restrictions.
