How do I provide FAW access

Hello,
How does one add fusion analytics warehouse access in oracle..
Our access team stated there used to be an assign groups section listed under the OCI login.
It appears that we only have the ability to look at the groups that are currently assign but cannot assign new ones.

They stated that the view appears to have changed.
Attempted to click on Security Assignments>Assigned security nothing is listed.

We are just attempting to assign the FAW license group however we don't see any way of doing so. Please advise
