Subscription filter not working as expected

We have one property Valid for PBCS which is set in subscription filter as if node's Valid for PBCS is True then only subscription should trigger.
1st when we created a node and Valid for PBCS set to true, subscription triggered and changes flowed to target. Then, we set the flag as False and submitted the request.
After that when we created new request for same node and updated description where flag is set to false, subscription triggered and updated Target as well which is unusual behaviour.
Is this due to some patch? As we haven't faced this scenario earlier.
