Privilege required for removal of "Create Accounting" from cost accountant.

Summary:

We have a requirement where the custom role for cost accounting needs to be created, where the user can only view the accounting distribution and journal entry. The only issue we are facing while creating the role is user can see the "Create Accounting" task though the system restrict and gives error when the user open this task but client wants to remove this task from the UI as well.. We have explored the sandbox option but that did not worked.
