2 RTP one should flow from web form, one prompt

we have a requirement, in the business rule where we have 2 prompts for Sceanrio dimesnion member. The rule is attached to a data form.

Prompt A - should flow from the Web form

Prompt B -should be actually a prompt only.

How can this be implemented? as soon as i say "Use Members on Form", the value of Scenario dimension on the web form is passed on to both the RTPs of scenario.
