True up Fforecast Bonus to a Yearly Total

I have created a business rule that will true up our forecast bonus to a yearly total. I have the target total in an assumption account. I have identified an unused intersection to use for the plug. I am having it straight line across all months.

Sometimes when I run the rule, it works perfectly, but other times needs to be run 2 or 3 times. Is there something I'm missing in the code? Is there a better way to write this?
