Orchestrate Refresh measure data does not remove the Deleted Measure Values

in Supply Chain Planning and Collaboration

We are deleting custom measure values for few buckets by marking the delete flag as Yes in the FBDI.

The delete process is working fine. But when we are running the Orchestrate Refresh measure data process the values are still appearing in the plan.

Does the Orchestrate Refresh measure data process only considers Updates/New Values?

How to reflect the deleted values without running the demand plan?
